Educational Technology-Enabled Differentiated Instruction for Inclusive Education: Examining Opportunities, Implementation Challenges, and Policy Pathways in Pakistan

Abstract

The teaching methods in inclusive education must be flexible and fulfil the needs of diverse learners. The study explored opportunities, implementation challenges, and policy pathways of educational technology-based differentiated instruction to support inclusive education in Pakistan. The research design used was a qualitative exploratory design using an interpretive approach. Semi-structured interviews were used to collect data involving 20 key participants from the education sector, comprising teachers, special education teachers, teacher educators, experts in educational technology, and education administrators. Based on thematic analysis, educational technology was found to facilitate personalized learning, accessibility, student engagement, and flexible instructional practices. However, factors of digital inequality, lack of infrastructure, teachers' lack of competencies, and institutional constraints did impact the effective implementation. The study found that the sustainable development of technology-supported inclusive education in Pakistan needs all four components, namely, coordination of policy frameworks, development of digital infrastructure, professional development of teachers, and integration of differentiated pedagogical practices.
